A transition package for Haarlem can be co-developed with Haarlem municipality, Rabobank, the grid provider Alliander, a local initiative the City Garage, and the three housing corporations Pre-Wonen, Ymere, and Elan-Wonen and operating at the experimental site. The package could for example include an agreement tool to get all residents on board with implementation in their residence. It could contain some combination of a description of the technical aspects of refurbishments, the bank loan/mortgage product, some local subsidy options, a timeline. The design challenge could be framed around individual insight in energy savings and lead to the development of a tool to visualize data or calculate the possible reduction of energy use.
